Increased Safety Measures for Energy Development on the OCS

Notice to Lessees and Operators (NTL) 2010-N05 implements certain safety measures outlined in the report entitled “Increased Safety Measures for Energy Development on the Outer Continental Shelf” (Safety Measures Report), dated May 27, 2010.  The NTL also requires a one-time BOP certification for floating drilling operations.  The following is the list of the rigs where BOEMRE has accepted the certifications submitted:

Blowout and Worst Case Discharge Scenario Description

Notice to Lessees and Operators (NTL) 2010-N06 provides national guidance to Lessees and Operators regarding the content of the information required in the blowout scenario and worst case discharge scenario descriptions in each Exploration Plan and Development Operations Coordination Document.

These tables include the counts of drilling and well modification permit requests that are required to include the information outlined in NTL-05 and/or NTL-06. These counts do not include permit requests that do not meet the criteria outlined in those NTLs.
