Submitting Complete Exploration and Development Plans

In the wake of the Deepwater Horizon tragedy, the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) put in place significant new safeguards to protect the environment beyond what has ever existed before, including stronger regulations for exploration plans (EPs) and development operation coordination documents (DOCDs).  For more information on new applicable regulations and standards for both shallow and deepwater drilling operations, go to:  Regulatory Reform.

The bureau's Plans Section conducts in-depth reviews of EPs and DOCDs to ensure compliance with regulations.  These reviews address shallow-drilling hazards, seafloor hazards, resource conservation, bonding, oil-spill response capability, air quality, archaeological concerns, biological concerns, live-bottom concerns, and military issues.

BOEMRE is committed to the efficient and thorough processing of EPs and DOCDs, and has provided the following fact sheets and documents to assist offshore operators in submitting complete and accurate plan applications, which will decrease processing delays:
